DESCRIPTION:With rising fuel prices\, many people are finding it more diffi
 cult to keep warm in their homes\, so there are now 4 million households su
 ffering from fuel poverty in the UK. The Government has a legal obligation 
 to eradicate the problem by 2016\, but the numbers are continuing to rise. 
 The causes of fuel poverty are highlighted in order to suggest some solutio
 ns.

\nBrenda is a Senior Research Fellow at the Environmental Chang
 e Institute\, former head of the Lower Carbon Futures team and a co-directo
 r of the UK Energy Research Centre. Her research focus is on how to achieve
  demand reduction in energy across the UK economy\, and in particular the b
 uilt environment. She considers the behavioural\, technical\, economic and 
 political issues of significantly cutting carbon emissions. Brenda was awar
 ded an MBE in 1998 for her work on energy issues.
