Finance alone is not enough to manage the crisis of scarcity in water sector

AG reports for the water supply sector in the state of Rajasthan shows that there were persistent savings from 2003-04 to 2007-08 from the funds alloted for water supply ( page 37 chapter II Allocative Priorities and Appropriation )
The details given for savings is as follows :

Increasing demand for water due to increasing population and industrial and commercial activities and gradual increase in financial allocations have not been matched by an efficient organisations to manage the finances and the assets of drinking water supply.
