Delays to digitizing of health-care records

Here is an article (interview) at Technology Review about the lack of digital medical records in the USA. “…..despite the benefits, only 15 to 18 percent of U.S. physicians have adopted electronic health records. Karen Bell, director of the Office of Health IT Adoption at the U.S. Department of Health and Human Services, spoke with Technology Review’s biomedical editor Emily Singer about the hurdles to digitizing health care.”
The magazine is holding a conference on the topic this week, which is being webcast (links in the article I am citing here).
Obviously, the situation is the same in the UK also. Why is it taking so long for this service, which could make so much difference to efficiencies of treatment, to catch on?
