The competitiveness of Europe

Here is something to discuss: for years and years the US have exerted a pulling force on talented scientists from Europe. This has sometimes been referred to as the “brain drain”. In recent years, the European Commission is trying to improve the position of Europe in this respect. What incentives do you think will make a difference? Are there more things European science or politics should do? What makes the American jobmarket attractive for scientists, and how could this information be used to improve the situation in Europe further? Should these issues be addressed on an EU-wide scale, of best be left to individual member states?
